Crews also built or widened 32 bridges, improved five interchanges and realigned and repaved local streets. This milestone culminates a decade of work on the biggest project the Riverside County Transportation Commission has ever done. The $1.4 billion project added two toll lanes and one general-use lane in each direction on an 8-mile stretch from the 15 Freeway west to the Orange County line in the hopes of easing congestion along the heavily traveled corridor, one of Southern California’s most congested. Cars began using the new lanes immediately and traffic flowed smoothly. Lanes on the freeway’s eastbound side also opened on time at 5 a.m. Though some construction will continue into the fall, the bulk of the 91 Express Lanes project ended early Monday when the westbound lanes opened about 4:10 a.m., only a few minutes behind schedule. In 1994, the 241/91 Express Connector Project was approved as an identified and anticipated future improvement project.Cars are now moving east and west on the new, signalling the end of major construction that’s led to closed lanes, ramps and even the entire 91 Freeway through Corona. Initial build-out of The Toll Road system (including the 241 Toll Road) was completed in the late 1990s. The project’s planned construction is aligned with other planned improvements in the area including the 15/91 Express Lanes Connector, State Route 91 Corridor Operations Project and the 71/91 Interchange Project. Agreements to document roles and responsibilities for funding, delivery and operation of the project are under development by this multi-agency team. The Foothill/Eastern Transportation Corridor Agency (F/ETCA) is working with Caltrans, the Orange County Transportation Authority (OCTA) and Riverside County Transportation Authority (RCTC) on the project. The project will also enhance operations for State Route 91’s general purpose lanes and northbound SR 241.
